I don't really know how it works in other cities, but in LA if a parking meter is effed people throw a plastic grocery bag on top of it so the meter maids/gents know that it has failed and not to give the parker a ticket. Walking back to my car in Atwater Village yesterday morning:

That would be an enviro-friendly non-plastic reusable tote bag on top of a meter.

That would be a handwritten note on nice card stock explaining that the meter has truly failed! I put in quarters! Signed Judy!

I would like to note that in San Francisco people have been killed over parking spots, and parking enforcement people have been attacked to the point of needing hospitalization for ticketing. They call the SF phenomenon "parking rage."

Sometimes LA ain't so bad.
